Job Description
Writing of the Standard Operating Procedures - laboratory procedures and practices
Responsible for preparing a Sampling Plan and a Laboratory Quality Assurance/Quality Control (QA/QC) Plan that includes -
o Summary of all notices, laboratory tests, and other reports filed with or received from all Relevant Authorities pursuant to the Governmental Approvals.
o Results of any environmental tests or monitoring procedures conducted during the reporting month and copies of any reports or other submittals made to or received from any Relevant Authority.
o Status of the Sampling and Laboratory Quality Assurance and Quality Control (QA/QC) Plan activities, including the results of independent audits and precision testing.
Preparation of the Sampling, Testing and Laboratory Analysis plans that includes -
o Responsibility for sample collection, handling, laboratory analysis and reporting required for compliance with Applicable Law (including SPDES Permit reporting and sludge monitoring), and Prudent Industry Practices for process control monitoring.
o Maintaining and staff a laboratory and/or arrange for contract laboratory testing that is certified and accredited by the NYSDEC. All testing and analytical procedures, with the exception of process control testing, shall be performed by a laboratory certified by the NYSDEC.
o Responsibility for providing all necessary staff, equipment, facilities and consumables for laboratory analyses for the on-site process testing laboratory.
o Responsibility for insuring that appropriate waste disposal is performed by any laboratories in accordance with all federal, State and local regulations.
o Arranging for independent, certified technicians to perform calibration of the Facility laboratory analytical instruments, as appropriate.
o Responsibility for payment of all associated fees and expenses for the calibration services, reagents and supplies and/or contract laboratory services.
o All scheduled maintenance information for laboratory equipment shall be entered into the CMMS and work orders shall track the work completed.
o Maintaining on file manufacturer's information for all laboratory equipment in the laboratory.
The sampling and collection of samples shall be based on the following standards to ensure the collection or representative samples and the integrity of samples:
o Automatic composite samplers shall be calibrated at least once per month for individual sample volume.
o All samples will be properly preserved and analyzed within the required holding times in accordance with the latest approved edition of Standard Methods for the Examination of Water and Wastewater.
o The refrigeration temperature for all automatic samplers and sample storage units shall be checked daily to ensure proper sample storage temperature.
o SOPs shall be developed and implemented for all sampling procedures, including sample preservation, sample container cleaning, replacement of automatic sampler tubing and automatic sampler operation.
o Utilization of chain of custody protocols.
